The debt-ceiling negotiations and resulting bill were a Constitutional abomination. neither the Speaker of the House nor the President have authority to draft legislation let alone “agree” to it. In short, it was the ultimate, insider, backroom deal whose only purpose was to protect the deep state’s swamp. The Constitution proscribes the only lawful, legitimate procedure: the House passes a bill, the Senate amends it, the House amends it, and so forth until both Houses agree. Then, and only then, does the President have any authority to act: either to sign or veto, and if veto, explain the reasons.
Thaks to the arrogant grand standing of the speaker of the House, the Senate got most of what it wanted without ever having any debate to speak of. There has never been a risk of the US Government defaulting on its debts because it takes in trillions of revenue each year. Was there a risk that checks for subisidies and other government handouts would not have been cut? Sure, but because of the lawless collusion of President Biden and the Speaker of the House no one in the swamp ever had to wrestle with reality.
