first, admissions policies for the purpose are, be definition, racist. Next, the issue of how these policies affect a group is incidental. Justice is about individual rights. That is, if only one applicant is turned away on the basis of race because of the policy, rather than the particular behavior of an official, the policy is unjust. Furthr, the burden of proof for establishing the legitimacy should always be on the government .
