Is Utah proposal a workable compromise on background checks?

This is a step in the right direction keeping in mind that the main reason a seller would want a background check is to protect itself from the predatory prosecutors and ambulance chasers. We all know that selling a gun in good faith is not enough to protect oneself in case a gun one sells is involved in a crime. Passing a background check is unlikely to guarantee that the gun will be involved in a crime, but it does provide a concrete defense.
